Roster & eligibility
Only properly registered and verified players may participate.
Maximum roster: 15 playersPlayers must appear on the official lineup, team roster and official registration.
Screening requiredThe BRLP screening committee must screen and approve rostered players.
Supporting documentsThe national guide calls for a PSA birth certificate, current school ID or government-issued residence certificate, and a signed parental waiver.
Jurisdiction mattersNational eligibility may be school-based, birthplace-based or residence-based, with supporting evidence for the chosen basis.
Regional cutoff still needs organizer confirmation. The PDF’s May 1, 2026 cutoff belongs to the national tournament. The tournament-format reference does not state a BRLP NCR age cutoff.
During the game
Gameplay essentials
These are the most relevant national guidelines for the 8U, 10U and 12U regional divisions.
15-minute grace periodA team unable to begin after the grace period forfeits the game. Two forfeits may lead to tournament withdrawal without refund.
Minimum playFor 8U, 10U and 12U, each player must have at least one at-bat or three defensive outs per game. A shortened-game provision applies.
No designated hitterThe national guide says no DH for 8U, 10U and 12U. Its extra-hitter wording should be confirmed with tournament officials before lineup submission.
Re-entryA starter may withdraw and re-enter once in the same batting position. A withdrawn substitute may not re-enter.
Extra-inning tiebreakerThe last out of the final regulation inning starts the extra inning as the runner on second base.
Umpire authorityJudgment calls are final. Only the manager or head coach may discuss plays or rules with umpires.

Pitching limits
Maximum pitches per pitcher in one day, as stated in the national guide.

Finish the batterIf the limit is reached while facing a batter, the pitcher may finish that plate appearance.
Hit-by-pitch removalTwo hit batters in one inning removes the pitcher from the mound; three in the game removes the pitcher from the game.
Return to the moundA pitcher may leave and return unless removed from the mound because of a second trip.
Organizer confirmationCoaches should confirm pitch-count tracking and any required rest rules at the regional briefing.
What to bring
Equipment & uniforms
USA or BBCOR bats onlyThe national 2026 guide does not allow wood bats. An illegal bat is confiscated for the game; the batter is out and the play is nullified.
Rubber cleats8U, 10U and 12U players may use rubber cleats; metal cleats are not allowed for these divisions.
Matching uniformsPlayers must wear matching, numbered uniforms. The national guide specifies white knickers.
Coach accountabilityNational-rule penalties for illegal bats or minimum-play violations include removal and a next-game suspension for the head coach.
Delays & pace of play
Weather, timeouts & transitions
30-minute weather waitFor rain or thunderstorms, the national guide provides a 30-minute wait before deciding how the game proceeds.
Suspended or calledIf weather continues: a game stopped in the third inning or earlier resumes later; a game stopped in the fourth or later is called with the leader declared winner.
Six timeoutsThree offensive and three defensive timeouts per game, each limited to 90 seconds.
30-second changeoverTeams must enter and leave the field within 30 seconds between innings.
Regional timing is not established here: the tournament-format reference does not specify game times, innings or delay procedures for the BRLP NCR event. Follow organizer-issued game-day notices for those details.
Results & disputes
Standings, calls & protests
Two-team tieThe national guide uses head-to-head result (“win over the other”) as the first tiebreaker.
Three-team tieOrder: most total runs scored, then fewest total runs allowed, then coin flip; the remaining two revert to the tied-standing procedure.
ProtestsThe national document lists a PHP 10,000 protest fee. Confirm whether this amount and process apply to the regional event.
Serious infractionsRepeated violations involving bats, minimum play or misconduct can trigger severe penalties under the national guide.
Everyone’s responsibility
Field decorum
No fightingPlayers or adults involved in physical altercations on or off the field may be suspended from the tournament.
No alcohol or harassmentAlcohol is prohibited on tournament grounds. Jeering, bullying and artificial noisemakers are not tolerated.
Keep the dugout clearThe national guide limits dugout access to players, two coaches and one scorer, and requires teams to clean and vacate promptly.
Respect the facilityDamage may be charged to the responsible team manager or head coach.
